When I founded Hill International in 1976, I recognized that many ownersand contractors of major construction projects were spending too muchtime in litigation. I built Hill International on the premise that many con-
struction claims could be avoided, mitigated or resolved utilizing the appropriate
expertise. We grew by hiring experienced professionals in varying disciplines with
unquestionable integrity and exceptional skills. As a result, Hill became one of the
largest construction claims consulting firms in the world.
It wasn't long before we realized that Hill could be more than a reactive resolver of
disputes and could become a proactive solver of problems before they arise. With the
best professionals in the construction industry, Hill began providing project
management services. Hill fast became one of the top project and construction
management companies in the world, having successfully managed some of the
largest, most complex construction projects all over the globe.

Hill’s claims consulting services include claims resolution, case strategy, issue analysis,

Hill provided claims preparation, submission, negotiation and advisory services to all three general
contractors on the Petronas Twin Towers project in Kuala Lumpur, Malaysia. Hill’s involvement
resulted in the expedient submission and resolution of change orders and claims, contributing to
the successful completion of the world’s then tallest buildings.

Program Management
Hill's comprehensive program management services can help you keep multiple,
interrelated projects in sync, on time and within budget. We help owners, financial
institutions, sureties and others reduce the uncertainty and risk in their capital pro-
grams. Hill's program managers review every detail of all projects, set-up objectives,
plans and priorities, manage and control the process, and identify and resolve prob-

an entire multi-disciplinary program our service improves timing, cost and quality. Our

Project Management
Hill International offers extensive construction and project management services to
construction owners worldwide. Hill's claims experience gives us a unique under-
standing of what can go wrong on a construction project. Hill uses this knowledge to

Construction Management
Successful construction management demands a detail-diligent approach, proactively
managed by professionals who have the experience, skills and technical support each
project demands. Hill’s professionals are not only credentialed; they have seasoned,
hands-on experience in the construction industry. This experience, gained in the
trenches of construction projects across the globe, gives our project teams the practical
knowledge they need to effectively manage virtually any type of capital project. Hill’s
CM teams include: construction managers, resident engineers, construction superin-
tendents, estimators, schedulers, inspectors, contract administrators and construction
claims avoidance experts.
Project Management Oversight
Our project management oversight (PMO) services support project success by inde-
pendently anticipating problems, identifying setbacks and recommending solutions in
every area of construction. This is the essence of PMO; to give clients objective infor-
mation allowing them to make prudent decisions about key issues before major prob-
lems occur. Hill’s PMO teams provide timely and objective reporting, from evaluating the
performance of the construction manager, designer and contractors, to monitoring
schedules and analyzing costs. Teams include specialists in all phases of construction, so
that the myriad events that occur on a project can be assessed and evaluated in a timely
way by the right expert. Because Hill’s staff includes experts who are leaders in their
disciplines, our clients benefit from strong recommendations, which are both technically
and financially sound.
Troubled Project Turnaround
While project management is used most cost-effectively before construction begins,
it is also used to regain control after serious problems have caused delays or overruns.
When retained under these circumstances, Hill assembles a team that can most expe-
diently address critical needs. Hill’s turnaround team designs new schedules, creates
new plans, and implements procedures to get the project back on track. In addition,
Hill’s experience in construction claims means our turnaround team can mitigate and
resolve claims, without impeding newly established project schedules.
Hill is providing construction management
services to Tampa Bay Water, a regional
water supply authority, on the US$1 billion
Tampa Bay Master Water Plan (Northern
Section). The Master Water Plan will bring
a total of 85 million gallons per day of new
supply to the regional system.
Hill provided claims analysis services in connec-
tion with the construction of the US$1.7 billion
Time Warner Center, a commercial, retail, hotel
and residential complex in New York City con-
sisting of twin 750-foot towers. Within the
complex, Hill also provided PMO services to the
City of New York during design and construction
of the US$128 million Jazz at Lincoln Center.
As part of a joint venture team, Hill is
providing construction management
support services on the US$12.6 billion
Iraq Reconstruction Program for the
U.S. Army Corps of Engineers.

Staff Augmentation
Not all of today's organizations have the internal resources to handle every type of
assignment. Hill's experienced project managers, construction managers, engineers,
architects, designers, schedulers, financial analysts, contract administrators and other
professionals are available at a moments notice to staff virtually any type of project at
any phase. Hill's staff augmentation teams are put together based upon the unique
needs of each individual assignment and are available for durations that range from
days to years. Our professionals take a results-driven, yet cooperative, approach to
meeting our clients' goals, and effectively complement existing permanent staff
throughout the globe.
Project Labor Agreements
Hill helps both public and private organizations who have large, complex construction
projects save time and money through a type of collective bargaining agreement called
a Project Labor Agreement (PLA). PLAs create efficiencies through standardization of
project participant contracts. They help avoid conflict issues between contractors who
are working a large project and help protect against strike conditions. Hill will work
with all parties on the project, including owners, contractors and unions to unify their
contractual relationship. The end result is a tremendous savings in both time and
money through standardization efficiency.
Management Consulting
Hill can assist with evaluating the efficiency of your organization’s management
process and procedures. Through personal interviews, surveys, focus groups and on-site
observation, Hill will provide a detailed report of our findings. We will make recom-
mendations on how to optimize resources, reduce process bottlenecks and use technology
tools to improve productivity. After turning every stone to find potential areas for
improvement, Hill’s team of experts will work with your management team throughout
the implementation process.
Hill is managing the design and construction of Palm Islands, two man-made, palm-shaped islands in Dubai, UAE. The first island, Palm Jumeirah, will
include 2,400 homes, 30 hotels, aquatic themed entertainment and tourist attractions. The larger island, Palm Jebel Ali, will include 3,200 homes,
40 hotels and commercial as well as retail properties.

Claims Consulting
Even the most carefully planned construction project can encounter claims. How
those claims are handled, however, can make a difference in the success of the proj-
ect. Hill’s approach to claims resolution is broad-based and relies on the participation
of Hill’s multi-disciplined staff of engineers, architects, attorneys, contract administra-
tors, construction managers, accountants and scheduling specialists.
Construction Claims
Hill has worked on over 500 energy and
power projects around the world,
including the Perry Nuclear Power Plant
in Cleveland, Ohio. We provide a full
range of power industry services, from
project management to construction
claims consulting.
Hill is providing development advisory
services and carrying out engineering
and feasibility studies to assist in the
redevelopment of the oil and gas industry
of Afghanistan, a study financed by the
World Bank and the U.S. Trade and
Development Agency.
Hill provided construction claims serv-
ices on the US$350 million BankOne
Ballpark in Phoenix, Arizona, home of
Major League Baseball’s Arizona
Diamondbacks.
Hill International is providing project management services on the US$400 million Sheikh Zayed Bin Sultan Al Nahyan Grand Mosque in Abu Dhabi,
UAE. Hill was tasked with the recommendation and implementation of the best procurement strategy for undertaking major design revisions with
minimum disruption and expense. Effective design management and value engineering proved to be instrumental in achieving the established
schedule and cost objectives.
Such a range of expertise is essential in analyzing the often complex liability, causa-
tion and damage components of a claim. Hill’s technical and contract experts conduct
a detailed analysis of the claims, break them down event by event and issue by issue,
to help facilitate resolution. By reviewing and analyzing all relevant project documents
and performance data, our team can help get to the root of any dispute.
Litigation Support
Should litigation be unavoidable, Hill provides claims analysis and technical support
to clients and their legal counsel. We help prepare issue files and requests for admis-
sion, answer and prepare interrogatories, and assist in depositions. Hill’s experts also
provide expert witness testimony and often present the claims analysis work we’ve
done through expert reports. Our engineers, architects, contract administrators, con-
struction managers, certified cost engineers and schedulers possess highly specialized
skills in all phases of the construction process. They offer vast experience preparing and
rebutting requests for additional compensation and time extensions, as well as other
issues surrounding construction disputes. As experts, they provide insightful recom-
mendations which consider the competing issues and provide credible, objective analy-
sis of our client’s position.

Expert Witness Testimony
Hill’s staff includes hundreds of experts with vast experience in every industry sector
and discipline; they have the technical skills on hand to quickly get to the heart of even
the most complex issues. When litigation requires an expert to testify, Hill has a thor-
ough understanding of even the most complex issues and will assign an appropriate
expert with the experience and expertise relevant to the client’s requirements. All
experts are carefully screened for availability and cleared of conflicts before being sub-
mitted for consideration by the client.
Cost and Damages Assessment
Hill’s approach to evaluating cost and damages begins with a performance audit of
the contractor’s costs. Based on the results of its claim analysis and audit, Hill then pre-
pares an independent estimate of costs the contractor may be entitled to recover
under the appropriate remedy granting clause of the contract (e.g., suspension of
work, differing site conditions, changes clause) or under alternative breach of contract
or tort theories. The damage review will include an analysis of the contractor’s efforts
to mitigate its damages, evaluation of its cost accounting system, and analysis of the
propriety of the method employed to calculate damages. Hill routinely utilizes its staff’s
expertise in construction accounting, cost engineering, estimating and project change
orders, total job costs, and related cost data.
For over 15 years, Hill has provided
program management services on the
US$1.5 billion capital improvement
program at Philadelphia International
Airport.
Hill provided Project Neutral® services for the
Florida Aquarium. These services included
independent and objective expert analysis of
issues that arose during the project. Hill’s fact
finding and neutral assessment of potential
disputes between the owner and contractor
helped both parties avoid construction claims
during construction.
Hill International provided compre-
hensive project management services
during design and construction of
the 150,000 sf National Constitution
Center built on Independence Mall in
Philadelphia, birthplace of the
Constitution.

Hill provided program management services for the US$544 million temporary PATH Station that restored rail service to the World Trade Center
site in just over two years and is currently providing the same services on the US$2.1 billion permanent PATH Terminal at the site. Hill also developed
cost estimates and justification for FEMA and insurance reimbursement for the losses incurred on 9/11.
Delay and Disruption Analysis
A team of Hill professionals with in-depth industry experience will evaluate your pro-
ject’s schedule and identify all possible pitfalls in scope, logic, sequence and duration.
They will help sort out critical vs. non-critical activities, evaluate resource loading and
perform “What If” and “Time-Window Based” analysis. Hill’s experts utilize the most
sophisticated methods for establishing and evaluating schedule conflicts, analyzing
delays/acceleration, conducting productivity analysis, auditing costs and determining
damages.
Project Neutral®
As construction budgets and schedules for completion continue to tighten, today’s
construction projects are increasingly fraught with tremendous risk. Disputes over even
the smallest of issues can quickly escalate, with crippling consequences to the parties
involved and the project itself. The Project Neutral® is a unique form of alternative dis-
pute resolution (ADR) developed by Hill that blends technical analysis and mediation
services to help parties reach a fair, negotiated settlement swiftly, inexpensively and
without contention. Retained jointly by the parties, Hill objectively assesses the issues
in dispute and presents its findings to both parties. On the basis of their findings, a
trained mediator leads the Hill team in moving projects toward a negotiated settle-
ment. This process allows both sides, and their counsel, to maintain control of the
process and the resulting settlement.
