Passing an oil liquid through a membrane into an aqueous phase is a way to produce an oil in water emulsion where the emulsion drops are very uniform in diameter. The size of the drops is controlled by the shear on the surface of the membrane. There is no shear used here, hence the drops grow very big - until buoyancy, or some other force, lifts them off.
